Health Systems Strengthening

Challenge

The Programme of Work (PoW) aims at attaining better health care for all Malawians. This is to be achieved via the effective delivery of the Essential Health Package (EHP) . The achievements can be measured through a number of output indicators. Beyond these tangible results there is also a need to strengthen public health management, its structures and procedures. This will stabilize and standardise the progress achieved throughout the  country. Improvements are necessary in the following areas: proper planning and budgeting at all levels; regulation and multi-stakeholder dialogue; implementation capacities; data production, collection and analysis; and finally, decision making at the level which is as near as possible to the problem.

Objective

This component aims at strengthening the capacity of the Ministry of Health to implement the PoW, by focusing on human resource development, decentralization and public private partnerships.

Approach

Evidence based policy advice is based on international standards and MGHP’s experiences in the field (backed up by operational research) and the whole constitutes a ‘multi-level-approach’. This strongly justified advice is communicated to the decision makers in order to support a sustainable reform process.
